You were too slow. The file is moved to
 https://www.kernel.org/pub/linux/kernel/projects/rt/3.4/older/patch-3.4.37-rt51.patch.xz

v3.2 is in its own folder. In the top directory you have only the latest
release. Older releases are moved to older.
