we use xen based on ourself kernel, so we don't want to change the low layer platform to XCP.

A good way is to port the function of XAPI to the plain XEN package.

So any suggestions?

XAPI toolstack already supports LiveBlockMigration with Xen 4.x.
You can see/try this in XCP 1.6.
