I wondered that too.
% bitbake -e | grep LAYERDEPENDS_networking
# $LAYERDEPENDS_networking-layer [3 operations]
LAYERDEPENDS_networking-layer="meta-python"
That answers that, then. Guess I'll go fix that up. :-)
