even with explicit:
xrandr --output eDP1 --off --fb 3840x2160 --panning 3840x2160
no luck.
looks like you need at least one outout that keeps fb/panning, disconnected
are not counted.
pitty I cannot use VIRTUAL1 for this purpose.
