Yes it does! Thank you for the explanation.

So, the CPUFREQ_HAVE_GOVERNOR_PER_POLICY is really
CPUFREQ_HAVE_GOVERNOR_TUNERS_PER_POLICY. Can we change the name to
reflect the intent?
