I do it with btmgmt:
[mgmt]# advertising on
hci0 Set Advertising complete, settings: powered bondable ssp br/edr le
advertising secure-conn
[mgmt]# connectable on
hci0 Set Connectable complete, settings: powered connectable bondable
ssp br/edr le advertising secure-conn
