For the record this is caused by a bug in Linux kernel, not a bug in
Xen.
Jan wrote a patch for it:
[PATCH] xen: fix ring resize of /dev/evtchn
And David has submitted a pull request for Linux 4.6-rc6 which includes
that patch.
