Xen 4.8 RC1 is tagged. You can check that out from xen.git:
git://xenbits.xen.org/xen.git 4.8.0-rc1
For you convenience there is also tarball at:
http://bits.xensource.com/oss-xen/release/4.8.0-rc1/xen-4.8.0-rc1.tar.gz
And the signature is at:
