Include some useful "Utility" functions:
- CpupoolFindByName
- CpupoolMakeFree
Still need to implement the following functions:
- libxl_cpupool_rename
- libxl_cpupool_cpuadd_node
- libxl_cpupool_cpuremove_node
- libxl_cpupool_movedomain
