[PATCH bpf-next] bpf: btf: fix inconsistent IS_ERR and PTR_ERR

Fix inconsistent IS_ERR and PTR_ERR in get_btf,
the proper pointer to be passed as argument is '*btf'

This issue was detected with the help of Coccinelle.
