Plus there are two sets of rcu_qs() and rcu_note_context_switch(),
on for PREEMPT=y and the other for PREEMPT=n.  And cond_resched()
is nothingness for PREEMPT=y.  And currently rcu_implicit_dynticks_qs()
needs to work with both sets.
