[PATCH 1/2] wireless: Support assoc-at timer in sta-info

Report time stamp of when sta became associated.

This is the boottime clock, units are nano-seconds.

This attempts to implement the associated-at timestamp reporting
with boottime stamp instead of wall-clock, as suggested.
