Yeah, I just mirrored for transient wghat we already had for git
submodules.

If ever needed...

    $(if $(filter YES,$($(2)_DOWNLOAD_TRANSIENT)),-F)

(note that there is no equality test in GNU make, but there is one
simple one described in GMSL).
