[PATCH] net-core: remove unnecessary ETHTOOL_GCHANNELS initialization

struct ethtool_channels does not need .cmd to be set when calling the
driver's ethtool methods. Just zero-initialize it.

Tested: run ethtool -l and ethtool -L
