We prefer positive logic, so:

    config BR2_PACKAGE_XERCES_NETWORK
        bool "network support"
        help
          Enable network support

    XERCES_CONF_OPTS += -Dnetwork:BOOL=OFF
    endif

Note: why -Dnetwork:BOOL=OFF while we traditionally use -Dnetwork=OFF ?
