Subject: [PATCH] preempt/dynamic: Make PREEMPT_DYNAMIC optional
In order not to make the small trampoline overhead mandatory for archs
that support HAVE_STATIC_CALL but not HAVE_STATIC_CALL_INLINE, make
PREEMPT_DYNAMIC optional.
