Add a new BLKGETDISKSEQ ioctl which retrieves the disk sequence number
from the genhd structure.

    # ./getdiskseq /dev/loop*

    /dev/loop0p3:   13
    /dev/loop1:     14
    /dev/loop1p1:   14
    /dev/loop1p2:   14
