[PATCH net-next] net: mii: remove mii_lpa_mod_linkmode_lpa_sgmii()

Vladimir points out that since we removed mii_lpa_to_linkmode_lpa_sgmii(),
mii_lpa_mod_linkmode_lpa_sgmii() is also no longer called.
