[PATCH] clk: xilinx: Drop duplicate depends on COMMON_CLK

This entire Kconfig file is only included within the if COMMON_CLK
section of the drivers/clk/Kconfig file. That makes the depends on
COMMON_CLK here redundant. Remove it.
