The quilt patch titled
     Subject: Kconfig.debug: fix SCHED_DEBUG dependency
has been removed from the -mm tree.  Its filename was
     kconfigdebug-fix-sched_debug-dependency.patch

This patch was dropped because it was merged into the mm-hotfixes-stable branch
of git://git.kernel.org/pub/scm/linux/kernel/git/akpm/mm

The path for SCHED_DEBUG is /sys/kernel/debug/sched.  So, SCHED_DEBUG
should depend on DEBUG_FS, not PROC_FS.
