Improve a handful of things I noticed while looking through the
scheduler balancing code. No change in functionality intended.
Changes in -v4:
- Incorporate review feedback
- Bump SCHEDSTAT_VERSION to 16, due to the changed order of colums
- Allow CONFIG_SCHEDSTAT builds more widely
