Thanks, I've applied to master, with one small change, see below.

Changed to:
!(BR2_TOOLCHAIN_USES_GLIBC || BR2_TOOLCHAIN_USES_MUSL) || \
which to me feels the more natural opposite of:
depends on BR2_TOOLCHAIN_USES_GLIBC || BR2_TOOLCHAIN_USES_MUSL
