The new HAVE_PWRCTL option is defined in the PCI subsystem, so
selecting it unconditionally when PCI is disabled causes a harmless
warning:

Selected by [y]:
- ARCH_QCOM [=y]
Add 'if PCI' in the qualcomm platform to hide the warning.
