Supplement existing toggle-like macros with respective opposites:
* DISABLE_FRAGMENTATION -> ENABLE_FRAGMENTATION
* IPV4_DF_DROP -> IPV4_DF_FORWARD
* IPV6_DROP -> IPV6_FRAGMENT
