[PATCH v2 2/2] Bluetooth: hci_vhci: Mark Sync Flow Control as supported

This sets HCI_QUIRK_SYNC_FLOWCTL_SUPPORTED which indicates that
controllers created by vhci driver support Sync Flow Control.
