Set UPSTREAM_CHECK_REGEX to skip RC/beta version.

Before the fix:
$ devtool latest-version ntp
INFO: Current version: 4.2.8p18
INFO: Latest version: 4.2.8p18-RC1

After the fix:
$ devtool latest-version ntp
INFO: Current version: 4.2.8p18
INFO: Latest version: 4.2.8p18
