For client mode, NXP firmware will help association process via
host command HOST_CMD_802_11_ASSOCIATE. IEs for 802.11ac should be
converted from parameters passed from cfg80211 to TLVs appended
to host command HOST_CMD_802_11_ASSOCIATE.

For AP mode, IEs for 802.11ac should be converted from parameters
passed from cfg80211 to host command HOST_CMD_11AC_CFG.

Files in this commit will support 802.11ac features based on above
descriptions.
