I think it would only be backwards compatible if clocks D, E, and F were 
entirely optional and could be left unmanaged.

That's a good indication, but not 100%.

If the chip overall needs kernel changes anyways, then backwards 
compatibility for 1 block doesn't really matter so much other than 1 
less patch.
