The Keystone IRQ controller driver uses generic platform, irqdomain,
regmap, and syscon interfaces.  Allow building it with COMPILE_TEST so it
can get build coverage on non-Keystone platforms.

Tested with:
make LLVM=1 ARCH=loongarch drivers/irqchip/
