bpf: add BPF_SOCK_OPS_TSTAMP_RCV_CB callback

This commit adds the BPF_SOCK_OPS_TSTAMP_RCV_CB callback and a receive
tunnel function to allow the kernel to report both software and hardware
timestamps.
