Flip the logic by introducing a new static inline helper rtw_ssid_differ() that returns true when SSIDs do not match. This eliminates the need for the logical negation operator '!' at call sites, improves code readability, and optimizes the check to short-circuit early if the SSID lengths are not equal. While at it, switch the return type to bool, use the proper 'rtw_' prefix.
