[PATCH 2/8] hw/cpu: Include missing 'qemu/accel.h' header

cpu_common_realize() calls accel_cpu_common_realize(),
itself declared in "qemu/accel.h". Include the latter,
otherwise we get when refactoring unrelated headers:

    233 |     if (!accel_cpu_common_realize(cpu, errp)) {
