[PATCH v2 2/2] boost: upgrade 1.91.0 -> 1.92.0

Backport fix from upstream for boost.histogram build failure caused by
<local-visibility>hidden leaking into install targets (boostorg/histogram#425).

B2 1.92.0 now triggers boost.predef's install-data target during install,
which was not invoked in previous versions. Add --prefix to do_install so
the files install into the image directory correctly. Ship the predef b2
check tooling in boost-dev alongside other build-time files.
