mem_cgroup_kmem_disabled() currently only checks whether the
"cgroup.memory=nokmem" option is specified. However, kmem accounting is
also unavailable when memcg itself is disabled.
Check both conditions to ensure the function accurately reflects the
kmem accounting state.
