Backport functionality needed to be able to do stable updates
for selected componets that follows Yocto Project stable point
release upgrades.

All cherry-picks applied cleanly. Tested with bitbake-selftest
Pending Yocto TSC approval for backport. I have sent an email to
TSC for it.
