[PATCH v2] clang/llvm: Upgrade to 23.1.1 release

Drop 0004-clang-Driver-tools.cpp-Add-lssp_nonshared-on-musl.patch and
0035-libc-Disable-float16-on-32-bit-x86-without-SSE2.patch: both fixes
are included in this release.
