[PATCH 3/4] erofs-utils: lib: fix rebuilding empty chunk-based files

Switch empty files to FLAT_PLAIN before setting u.i_blkaddr to
EROFS_NULL_ADDR, which would otherwise overwrite u.chunkformat.
