[Buildroot] [PATCH v2 14/23] package/libtool: use post-patch hooks

Run the autoreconf-avoidance tweaks from a post-patch hook, rather than
a pre-configure one, both for the target and host variants.

This will ease migrating to a shared host/target source tree.

The hooks are still not the same, because we do not yet apply the
libtool patch on the host variant. This will be handled in a followup
patch
