MODULE_FIRMWARE tags in the drivers, combined with (possibly)
the CONFIG_EXTRA_FIRMWARE and CONFIG_EXTRA_FIRMWARE_DIR
Kconfig variables if the needed bits aren't in /lib/firmware?
