If you aren't set on a GUI, take a look at PacketFlow.  Its a project 
that I've been working on.  It is a console tool with an XMl 
configuration file to define the policy.  There are several example 
configurations on the web site at: http://packetflowfw.sourceforge.net

Its perfectly usable for any sized firewall, but it provides the 
greatest benefits over other packages with 3 or more interfaces.
