Sorry for reposting, but I think my original post got lost.
Now, onto the problem:

Kernel-1 : 2.4.19.16mdk or .24mdk with or without packet-writing patch.
(pre-compilead binary or compiled on this machine).

Kernel-2 : 2.4.21-pre5+bk (with or without packet-writing patch)
	   OR 2.4.21-pre4q13 from mandrake-cooker (pre-compiled
binary or compiled on this machine).
When compiled here, I excluded the acpi and swsusp options.

IDE Card = InnoVision EIO UltraATA/133 RAID pci card

With Kernel-1, I can successfully boot and run my system whether
or not I use vga=788. From dmesg:
CMD680: IDE controller on PCI bus 00 dev 50
PCI: Found IRQ 4 for device 00:0a.0
CMD680: chipset revision 2
CMD680: not 100% native mode: will probe irqs later

With Kernel-2, if I use vga=normal, then everything seems normal -
I can boot and run my system. From dmesg:
SiI680: IDE controller at PCI slot 00:0a.0
PCI: Found IRQ 4 for device 00:0a.0
SiI680: chipset revision 2

Partition check:
   /dev/ide/host2/bus0/target0/lun0:<6> [PTBL] [2434/255/63] p1 p2 < p5 >
p3 p4

Now, with Kernel-2, if I use vga=788, boot fails:
------ Hand copied from screen.
------ Messages when tried to boot with vga=788
SiI680: not 100% native mode: will probe irqs later
SiI680: BASE CLOCK == 133

In these three cases, there are interesting address differences
which mean nothing to me...
As another data-point, this problem does NOT occur with a HPT366
pci card.

What can I do to overcome this problem? Full dmesg logs, config,
and lspci output are gzipped and attached. I can provide any more
information which maybe necessary.

Kindest regards,
Ozkan Sezer
