probably because of this in "drivers/usb/storage/Kconfig":

 > config USB_STORAGE
 > 	tristate "USB Mass Storage support"
 > 	depends on USB
 > 	select SCSI

USB storage depends on SCSI. So, if you have usb-storage support you 
can't unselect SCSI.
