tcng version 10b

I'm just learning about htb and using tcng. I am trying to make the 
example in 
Martin A. Brown's Traffic Control with tcng and HTB HOWTO v0.5
example 2

The results indicate an error which does not mean much to me. Could 
someone explain what I might have done wrong.
