I got that patch description from here:
When you go to http://kernel.org, and click on the stand alone " C " to 
the right of 2.6.11.2

It is a hyperlink to:
http://kernel.org/pub/linux/kernel/v2.6/testing/cset/

Have I mis-understood something, or is the website misleading?  Or both :)
