http://www.iana.org/assignments/ipv4-address-space
says 37.0.0.0/8 is "Reserved".
To me, that means they can assign it when, and to whom, they wish; but
that for now it is not a real internet IP block.
While nobody forces an admin to use a non-routable ("Private Use") IP,
it makes me wonder what that guy is up to. My firewall DROPs all IANA
Reserved networks.
