Try taking a look at the Packet Generator in the Linux kernel under "Network Testing" under "Networking Options" (...Networking Options, Network Testing, Packet Generator) as that is exactly what it is meant to do. The code and documentation associated with says to be careful as it will easily DoS a connection if you are not careful.
