[SCSI] allow sleeping in ->eh_bus_reset_handler()

Remove the spin_lock_irq() wrap from the bus-reset handler call,
which allows LLDs to sleep in their ->eh_bus_reset_handler() method
if they so choose.

This also changes locking semantics.  The LLD is now responsible for
ensuring that the host_lock is taken, if such is needed.
