I'm a little confused in that most open source projects have an army of volunteer programmers as opposed to paid proframmers - or - they have a strongly interested corporate partner. Reiser 4 has extreme potantial as anyone can see and I would think that the "big boys" would want it - so - why isn't it happening?

Also - how much funding are we talking about?
