Unless I don't misunderstand your question: Xenomai _is_ fusion. Take a look at the code base, the main difference between fusion-0.9.1 and current Xenomai SVN is the renaming (besides a lot of bug fixes). Regarding the roadmap: browse the xenomai-core archive, there were already a few postings about potential future directions.
