The patch is available at ftp.kernel.org/pub/linux/kernel/v2.6/testing.
However, www.kernel.org still shows rc4 as the latest.
I suspect that is because the directory shown above contains these 2 files:

LATEST-IS-2.6.14.rc4
LATEST-IS-2.6.14.rc5
